Many cities across North America recycle plastic bags ( just search on google )
Silk Soymilk cartons can be recycled after removing the plastic screw cap ( from their website )

Niagara Region, Canada, does recycle some kinds of plastic bags (shopping bags, but not green-grocery bags fro fruit and veggies), accepts bottle caps, says that they accept "milk & juice cartons, drink boxes & frozen juice cans", so I assume soy milk cartons fall under that.

Also, "shredded paper should be placed inside a clear bag & handles should be tied".
