Анонимный (от страха) "высокопоставленный федеральный чиновник" надеется, что Трамп использует остановку правительства, чтобы "выкурить сопротивление" — то есть выгнать нахрен побольше обструкционистов:

When agencies furlough employees for more than 30 calendar days or 22 discontinuous work days, they must use RIF procedures.
An employee can be terminated or moved into an available position[.]

Если из наших 50-и инженеров оставить 5, я буду чувствовать себя лучше, а производительность не просто улучшится, а рванет вверх так, как ещё никто не видел. Если в такой же пропорции сократить менеджеров, то мы устроим базу на Альфе Центавра буквально через 10 лет. Но этого, конечно, никогда не случится.
